Factory clear coat is only tens of microns thick. Swirls and scratches are tiny troughs in that layer that scatter light, which is why a swirled panel looks hazy and flat.
A dual-action or rotary polisher works a graded abrasive across the surface, levelling the high points down to the bottom of the defect. Coarser combinations cut faster; finer combinations refine the finish to a clear, high-gloss surface.
Because material is being removed, we measure. A paint-depth gauge tells us how much clear coat there is; a test section tells us how the paint responds. We then run the least aggressive process that fully clears the defects, and finish with a solvent wipe so what you see is real, not filled.
